Most Tulsans stayed off the roads for a second day Wednesday as crews made "substantial progress" on major roads and the area struggled to dig out from a record-breaking storm.
Stories of heroic acts emerged: police officers driving personal vehicles to calls, a baby born in an ambulance, and strangers pulling stuck motorists' cars out of snow banks.
Many services including schools, postal service, trash pickup, courts and other agencies remained shuttered or at minimal levels.
The Oklahoma Department of Transportation continued warning motorists to stay off roads.
David Meuser, ODOT spokesman, said: "We are making progress, but we still are discouraging people from travel as much as possible.
"We are struggling with abandoned vehicles, so we don't want any more to be abandoned." FULL ARTICLE
