Three years ago a state budget agreement was reached between House Republicans and a bipartisan Senate. Left out were Democratic Gov. Brad Henry and the House Democratic minority. They fought their way back into the budgeting process.
This year a budget agreement that we thought had been reached is under fire from Senate Democrats, assuaging their unaccustomed minority status with a loud attack on the leadership.
Henry and House members, plus Senate Republicans, forged a crisis-era budget blueprint. Senate Democrats aren’t ready to sign off. The pact was reached in fits and starts: Henry had different ideas on how to shore up fiscal 2010 shortfalls than did Republican House Speaker Chris Benge and GOP Senate President Glenn Coffee. But the three nevertheless worked well together...
