Public-private partnership to help cover Gilcrease Expressway expansion costs

OKLAHOMA CITY – Oklahoma’s nearly billion-dollar highway expansion project is nearing its end, but some of its most ambitious components are still in the works.

Top executive officials announced the Driving Forward initiative in 2015. The massive project includes six components, which widened and modernized highways in Oklahoma City, Tulsa and Muskogee. The affected roads operate using tolls, which allowed officials to use bonds and other financing means that avoid hurdles that legislative appropriation can create.

This week, the Oklahoma Turnpike Authority got the ball rolling on issuing the third set of bonds for the project, which will pay for ongoing construction, particularly along the Turner Turnpike from Bristow to Tulsa. That project will take the highway up to six lanes and add features such as better lighting.

It’s unclear how much the agency will request when working with the bond oversight council, spokesman Jack Damrill said. That will likely be finalized in the fall... FULL ARTICLE
