I'm an advocate for adults and children with serious mental illnesses. I oppose State Question 744. The Department of Mental Health and Substance Abuse Services gets 2.8 percent of the state's allocated revenues and is the major provider of mental health and substance abuse services in Oklahoma. The Oklahoma Health Care Authority gets 14.5 percent of allocated revenue and is the largest purchaser of mental health and substance abuse services in Oklahoma, as well as general health services.
Both systems are largely privatized, using the services of hundreds of private vendors across the state. These two state agencies have formed a unique relationship that's led to the development of an array of mental health and substance abuse services that are cost-effective, outcomes-based and cutting edge.
