Mayor Dewey Bartlett delivered a jar of gumdrops to City Councilor Roscoe Turner "to sweeten up" a public discussion Tuesday about a resolution to create a city-county work group that would look for ways to consolidate services.
Suspicions were high among some councilors, who talked of fears that the work group represented a move by the county to take over city government.
"Mayor, are we taking over?" County Commission Chairwoman Karen Keith asked Bartlett, who was sitting behind her.
As others laughed, Bartlett quipped: "Take what you want."
