Do Gas Tax Holidays Really Save Drivers Money at the Pump?

Debate rages on whether pausing gas taxes ultimately benefits consumers or gas companies.

Gas prices are finally declining after record highs in June. Six states tried to help ease the pain at the pump by temporarily suspending their gas taxes. Some of those gas tax "holidays" are still in effect, but a number have already come and gone.
 Critics warned that any savings from suspending the tax would be eaten up by oil producers and gas stations. But a study from the University of Pennsylvania's Wharton School of Business found that in Maryland, Georgia and Connecticut consumers reaped the benefits, though "these price reductions were often not sustained during the entire holiday."
