July Commission Meeting Wrap-Up: County Improvements for Roads and Bridges Plan approved; $102 million in projects awarded

Highlights of the Oklahoma Transportation Commission’s July 7 meeting include approval of the County Improvements for Roads and Bridges Work Plan, an update to the emergency repairs to the US-70 Roosevelt bridge causeway over Lake Texoma and welcoming the new District 1 Commissioner.

Commissioners approved the annual update to the CIRB Construction Work Plan for Fiscal Years 2026 through 2030. This edition of the plan includes nearly $930 million for 230 off-system, county bridge projects and addresses 422-miles of county roads throughout the next five years. The CIRB uses designated state funding administered by ODOT combined with federal, local and tribal funds for the highest priority transportation projects. The plan is updated each year in partnership with county commissioners, their Circuit Engineering Districts and ODOT. 

“The CIRB work plan gives county commissioners across Oklahoma the opportunity to really tackle some bigger projects that they would never be able to touch without this revenue commitment,” said Oklahoma Department of Transportation Executive Director Tim Gatz. “A plan like this benefits the entire transportation system and would not be possible without the help and support of the legislature.”

Gatz gave commissioners an update on the emergency repair work along the US-70 Roosevelt bridge causeway over Lake Texoma in southeast Oklahoma. Commissioners approved a $500,000 project timeline incentive to the contractor, BridgeCo Contractors, for substantial completion of the repairs ahead of July 4, 2025. The nearly $5.5 million contract was in response to the severe weather in May that caused damage to the causeway leading up to the bridge. Plans to replace the Roosevelt bridge and causeway are anticipated to begin in 2026. Gatz and commissioners welcomed newly appointed District 1 Commissioner Ronnie Boswell. Boswell is a native Oklahoman with a diverse entrepreneurial background spanning several industries including car sales, real estate and LED advertising. He will represent the eight district counties of Eastern Oklahoma. Commissioner Boswell was appointed by President Pro Tempore Lonnie Paxton and fills the seat previously held by Bob Coburn.

The nine-member Oklahoma Transportation Commission, appointed by the governor and legislative leadership to oversee the state’s transportation development, awards contracts monthly for road and bridge construction. 

Commissioners voted to award 30 contracts totaling more than $102 million to improve interstates, highways and bridges statewide. The public may access a list of all awarded contracts at the ODOT Business Center.
