Voters OK $6M for downtown, Day Hill Road construction

WINDSOR — Voters on Monday approved spending over a combined $6 million for two projects in town, which include road work in the Day Hill Road neighborhood and an apartment complex development in the downtown area. At the special town meeting, the majority voted in favor of using a $3.2 million state grant for the proposed mixed-use development of the Windsor Center Plaza at 144-152 Broad St. “This is not by any means a housing project that comes with negative connotations,” resident Eric Weiner said at the meeting. Grava Holdings LLC, owned by Greg Vaca, has a $29.8 million plan to develop a 106-unit apartment complex along with 11,600 square feet of commercial space. The proposal calls for setting aside 20% of the apartments as affordable units, with rents at 80% of area median income. Town documents state the project would strengthen the area’s real estate market and result in more consumer spending at local downtown shops and restaurants.
